ADVERTISEMENT FOR PROPOSALS

NOTICE is hereby given that The PUL Alliance will accept proposals for construction of the project entitled:

THE PUL ALLIANCE / UTILITY CORRIDOR PACKAGE
CONTRACT 2 – 500,000 GALLON FIRE PROTECTION WATER
STORAGE TANK

on June 10, 2008, until 3:00 P.M., local time, in the Conference Room of the Three Rivers Planning & Development District located at 75 South Main Street, Pontotoc, MS 38863.

A mandatory Pre-Proposal conference will be held at 3:00 P.M., on Thursday, June 5, 2008, in the Conference Room of the Three Rivers Planning & Development District located at 75 South Main Street, Pontotoc, MS 38863. Representatives of Owner and Engineer will be present to discuss the Project. PROPOSERS are required to attend the conference.

Contract documents including the specifications and construction drawings for the project can be obtained from Precision Engineering Corporation, 511 Moss Hill Drive, New Albany, MS, 38652, upon payment of $150.00 which is not refundable.

Proposals will be accepted only from those to whom contract documents have been issued by the Engineer. Contract documents including the specifications and construction drawings are available for viewing at the Mississippi Minority Contractor Association, 1020 Robinson Street, Jackson, Mississippi; The PUL Alliance Board Room, at 75 South Main Street, Pontotoc, MS 38863; and at Precision Engineering
Corporation, 511 Moss Hill Drive, New Albany, MS, 38652.

IT IS UNDERSTOOD THAT THE OWNER WILL MAKE THE AWARD BASED ON
EITHER PROPOSAL NO. 1, PROPOSAL NO. 2, OR PROPOSAL NO. 3 WHICHEVER IS MOST ADVANTAGEOUS TO THE OWNER.

Proposal prices shall include all labor and materials required for complete installation.

Principal items of work are approximately as follows:

Proposal No. 1 (180 Day Contract Time)

Alternate 1 - 500,000 Gallon Fire Protection Water Storage Tank conforming to requirements of NFPA 22 and AWWA D100
Alternate 2 - 500,000 Gallon Fire Protection Water Storage Tank, conforming to requirements of NFPA 22, AWWA D110, and applicable ACI codes
Completion on or before December 15, 2008.

Proposal No. 2 (150 Day Contract Time)

Alternate 1 - 500,000 Gallon Fire Protection Water Storage Tank conforming to requirements of NFPA 22 and AWWA D100
Alternate 2 - 500,000 Gallon Fire Protection Water Storage Tank, conforming to requirements of NFPA 22, AWWA D110, and applicable ACI codes
Completion on or before November 15, 2008.

Proposal No. 3 (120 Day Contract Time)

Alternate 1 - 500,000 Gallon Fire Protection Water Storage Tank conforming to requirements of NFPA 22 and AWWA D100
Alternate 2 - 500,000 Gallon Fire Protection Water Storage Tank, conforming to requirements of NFPA 22, AWWA D110, and applicable ACI codes Completion on or before October 15, 2008.

PROPOSERS are not required to submit a proposal for each alternate in order to be considered.

The PUL Alliance strongly encourages the use of Minority and Disadvantaged Business Enterprises in the performance of the work.

The successful PROPOSER should be prepared to furnish bonds and insurance certificates and be able to execute contract documents within 48 hours of contract award. Contract award is anticipated to be made within a short time period following receipt of proposals. It is the intent of The PUL Alliance to award this proposal in the best interest of the entity. The PUL Alliance reserves the right to accept or reject any/or all proposals, to waive any informality in the proposal and to modify the proposal by addenda if deemed necessary.

Each PROPOSER shall furnish to the Owner satisfactory evidence of competency to perform the proposed work. Such evidence of competency, unless otherwise specified, shall consist of statements covering the PROPOSER’s experience as the Prime Contractor on similar work within the last five years (including a list of past specifically-named projects similar in nature to the one described herein, along with
dates of completion, dollar amount of each contract awarded to PROPOSER, a list of company-owned equipment that would be available for the work, and a list of key personnel that would be available. This material should be submitted in the same sealed envelope as the proposal, along with the other documents required as part
of the proposal.
